Building and Certification process
Building or renovating a home can be an exciting but daunting process. Follow these simple steps to get it right.
Before you start building
After you receive development consent and prior to building you must follow the steps below to obtain Building Certification
A Construction Certificate (CC) is required after development consent is issued and before any work is carried out.

Once lodged your application will be reviewed by us to ensure that
- the Construction Certificate (CC) plans and specifications are consistent with the development consent
- the development complies with the Building Code of Australia (BCA) and all relevant technical standards
- the required conditions of development consent have been complied with
- all fees and development contributions have been paid
You will be advised if further information is required before a decision is made.
Examples of conditions of Development Consent
If all of the items have been addressed in Step 2 we will email you a Construction Certificate along with a copy of the stamped approved plans and specifications.
During building
During the building phase your PCA will conduct a number of critical stage inspections.
The applicant (builder, owner builder or other) will book these inspections with our Development Services Team. For more on critical stage inspections and how to book an inspection see related information below.

You will need to obtain an Occupation Certificate before you move in.
