Rating certificate (603 certificate)

A Section 603 (rates) Certificate is commonly needed when you are selling a property. The certificate states the amount of any outstanding rates, charges and debts (if any) payable to Council in relation to a property. Each property number requires a separate Section 603 Certificate, and they are only valid for the date of issue.

A Section 603 Certificate provides information relating to the property, such as:

  • legal description of the property
  • property number and address
  • outstanding rates and charges against the property
  • rates and charges levied for the current year
  • outstanding water account usage charges.

Water consumption charges will only show on a Section 603 Certificate if there are any outstanding water charges. You will need to arrange a special water meter reading to determine what the owner has used since their previous reading. This can be done via the same application with an option to add this during the application process on our customer portal. 

Things to consider:

  • You will need to provide Lot & DP numbers to confirm correct address of application. The submission will not proceed without this.
  • “Your reference” field would be anything extra that might be included to link your application- such as a case file number or name.
  • An application fee will apply.

 

Submit an application

Step 1.Login to the MRC Customer Portal

Head to our Customer Portal: login or create an account.

Step 2.Commence your application

  • Once your account is set up, you can commence your application via the portal.
  • Head to the ‘Applications’ section on your home page, then ‘Certificates’.
  • Select the ‘Rating Certificate’ option from the drop-down menu to commence the application.

Step 3.Submit for review and payment

Once the application is submitted through the Portal you will be directed to our PayNow Gateway to pay the relevant fee.

An initial review will be carried out to check the information provided is sufficient for Council to accept. If we need more information before the application can be accepted, an officer will contact you to request this information or for further clarification.

Step 4.Assessment

Our officers will assess the application and notify you of the outcome/forward the documentation.
