Planning and building strategies

Council adopted its updated Local Housing Strategy in August 2026, providing a clear framework to guide housing growth and development across the region.

The strategy considers future housing demand, land availability and infrastructure capacity, establishing a staged approach to housing growth across Murray River Council’s towns.

All  Planning Proposals pursuing residential rezoning or intensification of housing density will be required to be consistent with the outcomes of the this Strategy.

Murray River Council’s Local Strategic Planning Statement establishes a 20-year vision for land use planning and growth in our LGA.

It documents community priorities and aspirations for our area along with actions to enhance its character, preserve its natural attributes and improve our quality of life.

The primary aim of the Moama & District Rural Residential Strategy is to identify rural residential development opportunities in the vicinity of the township of Moama. 

Council has developed a strategy for the Moama Mid-West Drainage area.

The primary objective of the strategy is to identify and design (at a concept level) a stormwater management system that aligns with the master plan for the area and Council’s stormwater and infrastructure strategies.

The Master Plan is a strategic guide used by Council  to provide strategic direction for the future use and development of the area. The plan will ensure that the Moama North West Precinct develops in a coordinated and orderly manner during the next 25 – 30 years.

The Local Profile documents the important characteristics of Murray River Council that are relevant to the development of the Murray River Land Use Strategy and new comprehensive draft Local Environmental Plan.

The overall purpose of the Strategic Land Use Plan is to guide the future development and use of land within the former Murray Shire area.

NSW Department of Planning have finalised a Regional Plan centred on creating more jobs, strengthening the region’s cities, towns and villages, sustainably managing its agricultural, extractive and natural resources and protecting the nationally significant Murray River.
