Grazing stock on council roads
Any person wishing to graze stock on council-controlled roads must submit an application to receive the appropriate permit.
Prior to approving the application, our team will review other planned activities to ensure the proposed grazing use does not impact or clash with scheduled road works or other Council projects, whilst also ensuring livestock have full access to the intended area.
Once the application is approved, Council will issue a letter of ‘Confirmation of Consent’, which will then be passed on to Local Land Services (LLS) who approve the Stock Permit.
Things to consider
- Your application must be submitted five (5) working days prior to the commencement date.
- Stock may only be grazed during the hours of daylight.
- Make sure you have your PIC number on hand to progress the application.
- A copy of the Confirmation of Consent must be forwarded onto Local Lands Service in Deniliquin or Moulamein and a permit must be obtained from them.
- The stock is to be personally supervised at all times. The use of unsupervised dogs or electric fences is not permitted.
- Stock warning sign must be clearly visible and displayed at each end of the grazing stock and the signs must comply with the Australian Standards.
- The permit holders ensure that damage caused by stock to any Council roadside assets is repaired immediately. Such assets include guideposts, traffic warning and information signs and drainage structures. Should the permit holder be unable to repair the damage item(s), the matter must be reported immediately to Council. Fees and Charges will apply.

Commence your application
Once your account is set up, you can commence your application via the portal.
Head to the ‘Applications’ section on your home page, then ‘permits, by street location'
Select the ‘Roadside Grazing and Droving’ option from the drop-down menu to start.
Submit for review
Once the application is submitted through the Portal, an initial review will be carried out to check the information provided is sufficient for Council to accept. If we need more information before the application can be accepted, an officer will contact you to request this information or for further clarification.
Assessment
Our officers will assess the application and notify you of the outcome.
